Phase I ESA completed in March 2025:

The Subject Property was developed with a medical and surgical sanitarium and associated heating plant building on the central portion and residences along the southern and western portion by 1899. Some of the residences were converted to cottages, lodges, or support buildings for the sanitarium at various timeframes, and were demolished at various timeframes correlating with sanitarium expansions. Coal storage and cisterns were formerly located around the heating plant from 1902 to between 1913 and 1919. Additions and expansions of the sanitarium occurred between 1919 and 1938, between 1946 and 1950, and in 1970. By 1986, most of the original sanitarium structure on the eastern portion of the Subject Property, and all of the residences, were demolished and additional auxiliary buildings were present adjacent to the heating plant building. The origin of the soil used to back the presumed basements of the former structures was not determined. The remaining hospital building was used for psychiatric treatment until the building was vacated in the 2020s. The hospital previously utilized five underground storage tanks (USTs) with one of the USTs remaining in service; a 1,000-gallon heating oil UST used for backup fuel for a natural-gas fueled emergency generator system. Two releases from prior USTs have been reported. One diesel release was granted closure in 1998 and one heating oil release remained active. The 20,000-gallon former heating oil UST was closed in place and remained partially beneath the storage garage. Remediation of groundwater and light non-aqueous phase liquid (LNAPL) recovery occurred at the Subject Property through 2016 associated with the heating oil release. The release remained open at the time of this report. A 2011 Phase II ESA identified concentrations of sodium and chloride in groundwater and mercury in soil above Part 201 criteria in place at time of this Phase I ESA. At the time of the site reconnaissance, the hospital building consisted of former patient treatment, administrative office areas, classrooms, a kitchen and cafeteria, gymnasium, and building maintenance, mechanical, and service rooms. Four hydraulic elevators serviced the building and an incinerator were present. Storage of paints, cleaners, lubricants, elevator hydraulic fluids, and water softening treatment chemicals were located in various storage or utility rooms the basement of the hospital. The heating plant building contained the boiler system, emergency generator system, and additional water treatment systems for the hospital building. An irrigation well was located south of the heating plant building. One salt/brine pit and one 1,000-gallon heating oil UST were located north of the heating plant. Several monitoring wells and three sheds housing former groundwater remedial treatment systems were located around the heating plant and storage garage. A sub-slab soil gas monitoring point was observed within the northern portion of the heating plant. The interior of the storage garage contained several lawn mowers and several empty plastic drums and totes. Stained concrete was located around lawn maintenance equipment in the storage garage. The areas around the structures consisted of asphalt parking lots and landscaped areas.

Surrounding areas to the north and west consisted of residential developments since the 1910s. Land to the east contained residential developments and a church through the 1970s, when some of the residential structures were razed and a hospital development was constructed. The church and two residential structures remained present through 2020. A fire department has been present on the south-adjoining site since the early 1900s. Additional land
