Additional Property Attributes

The Subject Property consisted of residential development from at least 1888 to the early 1970s, when a commercial structure, occupied by a dry-cleaning operation, was present on the south portion of the Subject Property. Potential fill may be present on the Subject Property in the areas of the former residential structures. The remainder of the Subject Property consisted of paved parking lot. The dry-cleaning operation was present from the 1970s to 2012, and an insurance agency was present in the structure between 2000 and 2022. In 2014, a subsurface assessment was completed on the Subject Property and west-adjoining site that identified concentrations of trichloroethene and tetrachloroethene in the soil, groundwater, and soil gas on the Subject Property exceeding Part 201 Residential Cleanup Criteria and Nonresidential Vapor Intrusion Shallow Soil Gas Screening Levels. At the time of the site reconnaissance, the Subject Property consisted of an unoccupied commercial structure divided into two tenant spaces.
This assessment has revealed the following recognized environmental conditions in connection with the Subject Property:
* The known concentrations of trichloroethene and tetrachloroethene in the soil, groundwater, and soil gas on the Subject Property exceeding applicable standards.
* The potential additional environmental impact associated with the potential fill material present on the Subject Property.
* The potential for the migration of contaminants onto the Subject Property from the impacted groundwater southeast of the Subject Property at 118 and 120 West Porter Street.

A Phase II ESA was completed and tetrachloroethene, arsenic, and copper were measured in soil samples above Part 201 criteria. Tetrachloroethene and trichloroethene were also measured in soil gas samples collected from beneath the existing building floor slab at EGLE volatilization to indoor air pathway screening levels. In addition, various VOCs were measured in concrete samples at concentrations above laboratory reporting limits. A Baseline Environmental Assessment (BEA) report was generated for the new purchaser of the property.
