Additional Property Attributes

The Subject Property was developed with residences and associated outbuildings by the late 1800s. By the early 1900s, an automobile sales and repair shop and an associated parking lot were present on the Subject Property. One of the residences was utilized by a store circa 1960. The residences were demolished in the 1960s and 1970s. The automobile sales and repair shop was demolished in the early 2000s. Additional commercial uses of the Subject Property included a marina, a shoe repair and retail store, and a tire shop. A Phase II ESA was conducted on the Subject Property in 2005 that identified lead in the soil at concentrations above Michigan Department of Environment, Great Lakes, and Energy (EGLE) Part 201 Generic Cleanup criteria (Part 201 criteria). Ms. Bettina Newsum reported that fill material was dumped on the Subject Property. At the time of reconnaissance, the Subject Property consisted of grass covered land with wooded areas along the northern and western boundaries. A concrete pile was observed along the northern boundary.
The St. Joseph River bordered the Subject Property to the northwest. The area beyond the river was developed for industrial purposes as early as the late 1800s until the 1970s when it was replaced with a commercial building. The area to the east was developed with residences and a factory in the late 1800s. The factory was demolished in the 1920s and a gasoline filling station and automobile repair were present. The gasoline filling station expanded to include an automobile repair shop in the 1960s. Additional commercial buildings were developed to the east in the 1950s. A blacksmith was present to the south in the late 1800s and was replaced with a residence by the early 1900s. A commercial development was developed to the south in the 1960s and later demolished by 2023. The area to the west consisted of a railroad by the late 1800s and was developed with a foundry from at least the 1910s to the 1920s. An unpaved parking lot was present to the west from at least the 1960s to the 1980s. The area to the west was developed with a paved parking lot and park in the 1990s. Commercial and industrial uses of the adjoining sites included a gasoline filling station, an automobile repair shop, a doors and blinds factory, a foundry, a machine shop, a lumber and coal supplier, a printing company, a gym, a financial planner, a trucking company, car wash, air purifier manufacturer, a tannery, and a milk bottler. Multiple underground storage tanks (USTs) were present on the east adjoining site and were removed in 1989. Environmental assessments completed on the east-adjoining site identified various volatile organic compounds (VOCs), polynuclear aromatic hydrocarbons (PAHs), and metals in the groundwater and various PAHs and metals in the soil above Part 201 criteria. At the time of reconnaissance, the area to the north consisted of a river and a vacant commercial building beyond. The area to the east consisted of commercial buildings. The area to the south consisted of vacant grass-covered land. The area to the west consisted of a railroad and a park. The commercial uses of the east-adjoining sites consisted of a financial planner, a gym, a court reporter, and a woman's group home.
This assessment has revealed the following recognized environmental conditions in connection with the Subject Property:
* The known lead contamination in soil at the Subject Property above Part 201 criteria.
* The potential for unknown or unreported releases of contaminants associated with the former uses of the Subject Property as a marina and an automobile repair shop.
* The potential for the reported fill material to be contaminated.
