Additional Property Attributes

The ISU Foundry site (Site) is located on the southwest corner of the intersection of East Green Street and South 18th Street in Centerville, Iowa, and consists of a vacant grassy lot. The Site is bounded to the north by East Green Street; to the south by wooded land; to the east by South 18th Street; and to the west by commercial properties. It is located at: 502 W. Green St., Centerville, IA 52544. The Site consists of two parcels of land in Appanoose County (Parcel Nos.: 290251006240000 and 290251010701000) encompassing approximately 6.5 acres. Railroad trackage was historically located on the Site running north-south near the east boundary of the Site. The Site operated as a foundry between approximately (former Gray Iron Foundry) 1924 and 1983. ISU purchased the subject property in March 1986 and leased the subject property to Rubbermaid for use as a storage facility. All structures were reportedly removed around 1991 by ISU. The City of Centerville, Iowa is the current owner and acquired the subject property on March 8, 2021.

The City of Centerville requested assistance under the Targeted Brownfields Assessment (TBA) program from EPA Region 7 (EPA R7) to assess current environmental conditions at the subject property. EPA R7s contractor conducted: Phase I Environmental Site Assessment (May 2024); Phase II Environmental Site Assessment (August 2024); and Analysis of Brownfields Corrective Alternatives (October 2024).

These studies along with historical sampling events document the presence of:
-total petroleum hydrocarbons (TPH); metals (including arsenic); volatile organic compounds (VOCs) and semi-volatile organic compounds (SVOCs) in the soil;
-total petroleum hydrocarbons (TPH); metals (including lead, arsenic, mercury, cadmium, and barium); volatile organic compounds (VOCs) in groundwater; and
-volatile organic compounds (VOCs) in soil gas.
These contaminants were above their respective regulated benchmarks. (Specific contaminants of concern can be found with the Phase II (August 2024). There are three groundwater monitoring wells and one piezometer well currently located on the Site from previous environmental investigations; EPA R7 maintains control and access to each of the wells.
