Under Contract 68HE0519D0005, Task Order-Task Order Line-Item Number (TO-TOLIN) F0107-0001EF298, United States Environmental Protection Agency (EPA) Region 5 tasked the Tetra Tech, Inc. Superfund Technical Assessment and Response Team (START) to support the Phase I and II Environmental Site Assessment, and hazardous building materials survey data collection, reporting, and quality assurance (QA) and quality control (QC) measures specific to the Jacksonville Development Center. Through the Targeted Brownfields Assessment (TBA) Program, EPA tasked this work in response to a request from the City of Jacksonville. The site is a former coal-fired power plant and is in dilapidated condition. The City would like to redevelop the property as a mix of office space, multi-family housing, and residential units. A phase I ESA was completed and recognized environmental concerns were identified to due historical property use. Potential asbestos containing materials were observed at the property.
