Additional Property Attributes

The 0.46-acre subject property is located at 68 West Park Street in Butte, Silver Bow County, Montana. The subject property is owned by the National Affordable Housing Network. The subject property is in a commercial area and is a six-story commercial building with brick exterior walls. The commercial structure at the subject property has occupants in the first and second floor but is vacant on the remaining floors. The area covered by this Phase II on the subject property is identified as the third through fifth floor of the Phoenix Building as well as the basement elevator corridor. The building was examined for hazardous building materials. The intended development plan for the third floor is to complete 15-units of U.S. Department of Housing and Urban Development (HUD) low-income housing. The fourth and fifth floors will be completed as 50 units of overnight and short-term accommodations. The area planned for development is considered contaminated due to the air intake bringing in dangerous metals dust during Butte's historic smelter days.

During the September 2024 Phase II ESA, Tetra Tech collected 318 building material samples for ACM analysis. ACM was discovered throughout the subject property on all three floors as well as the basement. Lead-based paint was discovered throughout the subject property with the exception of the basement, and hazardous building materials such as PCB-containing light ballasts, mercury-containing linear fluorescent light bulbs, and lead sink holders were discovered throughout the subject property. A large scale a abatement project is necessary to complete the renovation of the third through fifth floors.
