Additional Property Attributes

The 0.133-acre subject property is located at 104 South Madison Street in Twin Bridges, Madison County, Montana. The subject property is zoned as government property and is managed by the Ruby Valley Hospital. The subject property is in a residential area and consists of twelve rooms, a crawl space, a small attic, and an external carport parking area. The subject property was built in 1969, originally the Twin Bridges City Hall, and has since been converted into a medical clinic. The subject property is currently active as a medical clinic and is occupied Monday through Thursday and remains closed Friday through Sunday. Due to the age of the dwelling, there was the potential presence of hazardous building materials including lead-based paint (LBP) and asbestos-containing material (ACM). START conducted a Phase II ESA on the subject property in September 2024 and collected
ACM and LBP samples. The intended future use of the subject property is for the clinic to move out of the space in the coming year and for City Hall to move back in and complete renovations.

The Phase II ESA resulted in the discovery of ACM throughout a lot of the structure which will be the main component of abatement. However, no lead-based paint was discovered above any action levels. Start V also inspected the subject property building and identified 52 mercury-containing lightbulbs. No light ballast manufacturing labels indicating the presence of PCBs were observed. Additionally, no labels were encountered indicating "no mercury" or "no PCBs" therefore the light bulbs and ballasts are assumed positive for these compounds.
