Additional Property Attributes

The Subject Property consists of a 31.3-acre property located at 9111 Broadway Boulevard SE, Albuquerque, Bernalillo County, New Mexico, 87105. Land uses in the vicinity are commercial and industrial. The majority of the Subject Property consists of vacant land. There are six structures present; three metal shop buildings, a former administration building, an employee break area, and the two-story concrete foundation of the former slaughterhouse and packing facility. A gated gravel entrance road leads from the frontage road adjacent to Broadway Boulevard SE into the property. A network of unimproved trails is present between and around structures and debris across the property. The majority of the perimeter along the south, east, and west is fenced.

No historical recognized environmental conditions (HRECs) or controlled recognized environmental conditions (CRECs), or significant data gaps were noted.

This Phase I assessment revealed one REC / VEC in connection with the Subject Property: The Karler Packing Company operated at the Subject Property from the late 1950s / early 1960s through the early 1990s. C and G Auto Recyclers and Tires, Big John's Mobile Tire Shredding Company, LLC, and All Kinds Auto Parts, operated at the Subject Property from the early 2000s to 2022. The former meat packing plant operated for approximately 40 years but is now abandoned. The facility included open livestock pens, tallow tanks, aerobic and anaerobic ponds, a composting area, and a trailer washing area. Groundwater monitoring conducted at the site documented elevated concentrations of nitrates, chlorides, and total dissolved solids attributed to the slaughterhouse activities and waste storage and disposal.
Two ASTs and five USTs were removed from the facility, three of which were documented to be leaking. Soil contamination was documented to 60 ft bgs and additional monitoring wells were installed to monitor the groundwater plume. The cleanup status is listed as inactive due to bankruptcy. After the meat packing plant was closed, the Subject Property was used as multiple auto salvage yards and a tire shredding facility. These facilities were registered as RCRA VSQG of ignitable waste, chromium, and lead. No violations were noted associated with this RCRA activity, however, site reconnaissance revealed dozens of leaking drums containing waste automotive fluids, evidence of buried drums and containers, suspected evidence of buried solid waste in a closed drainage canal and two former waste lagoons, thousands of waste tires, and a significant amount of solid waste present at the property. The former uses of the facility as a meat packing plant, auto wrecking facility, and tire shredding operation, the unknown contents of onsite ponds and composting areas, the presence of leaking drums, buried containers, suspected buried solid waste, piles of solid waste and tires, and the incomplete cleanup status of documented groundwater contamination constitute RECs and VECs in connection with the Subject Property.

Average radon levels in Bernalillo County exceed the EPA's recommended average indoor level of 4.0 pCi/L. Depending on property reuse, a radon evaluation may be desirable.

It is recommended that the following actions for the Subject Property: The site should be secured to prevent additional illicit dumping of waste. The solid waste and tires currently on-site should be characterized and segregated for disposal, recycling, or specialized handling. A full inventory and content characterization of the drums and unknown containers should be conducted. The items should be secured, stabilized, and disposed or recycled in accordance with applicable state and federal regulations to prevent additional impacts to the soil and groundwater at the property. Additional evaluation should be conducted at the Subject Property to further quantify any environmental risks that may be associated with the identified REC and the specific re-use plan(s) id
