Additional Property Attributes

Non-profit property owner proposes to sell the site to another non-profit for relocation of their headquarters to the existing building. Former Use: Vacant property with former JC Penney building, which was built between 1947 and 1949. Building is currently used for storage by the Community Action Agency. The JC Penney Building at 313 S Commerce Street in Oklahoma City was constructed between 1947 and 1949 as a department store. Building practices at the time resulted in the existence of asbestos and suspect lead-based paint in the building. It was in operation until the late 1970s and was operated as Budget Office Furniture in the early 1980s. Currently, the first floor of the building is used for storage and the remainder of the building is vacant and not used. In addition to the asbestos and lead-based paint, standing water in the basement has contributed to the growth of mold in the building. After acquiring the JC Penney Building, the Latino Community Development Agency LCDA will use the facility to provide healthcare, daycare, senior services, social services, and other beneficial services for its target community. Former Use: The site is currently occupied by a single multi-level building of approximately 37,000 square feet. The building has been used as a retail outlet for J.C. Penney and after a brief period of vacancy, it was a budget furniture outlet in the mid-1980s. In January of 1986, the Smiser family donated the J.C. Penney building to Oklahoma City. The building was conveyed and briefly held by Community Action Agency, which used it for storage. The building has been vacant since the mid-1980s and is now owned by the Latino Community Development Agency (LCDA). The interior is damaged due to mold, water damage, and long-term vacancy; as a result ssbestos is in poor condition. A complete renovation of the building is required before this space can be effectively reused.
