Additional Property Attributes

The property is the site of the former Pruitt Igoe Housing Complex located at the southeast corner of the intersection of Jefferson and Cass Avenue. The site is contaminated with petroleum products, presumably from historic gasoline station use. Trenching investigation of basements did not encounter asbestos, boiler tanks, or fuel tanks as previously suspected. Site was enrolled in Missouri Department of Natural Resources? (MDNR?s) Brownfields/Voluntary Cleanup Program (B/VCP) and all findings were forwarded to the B/VCP for concurrence and recommendations. The MDNR B /VCP issued a letter on 10/5/2025 indicating the site is safe for all reasonably anticipated land use and requires no further action if the Activity and Use Limitations (AULs) are in place and implemented. The AUL for the Pruitt Igoe Site are ?No Domestic Use of Groundwater?, ?Non-Residential Use ?and ?Soil Management Plan? was registered with the City of St. Louis Recorder of Deeds 9/23/2015. The property owner must submit annual certifications and MDNR retains the right to inspect the property to ensure compliance.

Investigations and Historical Use: The Former Pruitt Igoe Public Housing project demolished in 1974. A Tier I Risk assessment done in 2009 revealed groundwater and soil contamination are not an issue for non-residential use. Site wide surface and sub surface soils and fill materials are a concern. Strong Petroleum odors below 10-23 ft indicate petroleum contamination. Asbestos contamination was suspected in associated with the UST. Environmental site assessments by Trileaf Corporation showed USTs as environmental concerns and asbestos on some of the fuel oil tanks. Investigations indicate that the historically the property uses included a dry cleaner, junk yard, fuel yard, Midwest Mower factory and a Watlow Electric manufacturing company.
