Additional Property Attributes

Former Use: The site consists of two parcels: the north lot owned by the Housing and Neighborhood Development Service and the south lot owned by Luellen and Lucille Chapman. Previous owners of the north parcel consisted of the Allen County Board of Commissioners, Project Renew, and private individuals. Historical review indicates the northwest portion of the site was residential from at least 1902 to 1919. The site was occupied by a refining company in the 1920s and 30s and filling/service stations from the 1930s until the 1970s. A building was located over the southeast portion of the site from at least the 1920s to the 1950s and was occupied by a restaurant, beauty salon, dentist, and grocery store. In the late 1970s, filling station operations ceased and the site has operated solely as a vehicle servicing facility until the present. Documentation indicates five underground storage tanks were removed from the site in 1999. Site inspection conducted during a Phase I ESA also revealed the following: 1. Two in-ground hydraulic hoists are used in the service garage. Site personnel stated prior to 1976 the lift system including associated hydraulic oil reservoirs was completely beneath the surface however, soon after this time, the system was modified and an aboveground hydraulic oil storage tank was connected to the system. 2. Heavy staining was observed in a sink located in the west portion of the building. 3. Historical review indicates the west adjacent property has been occupied by a filling station, auto repair facility, and a dry cleaning facility. A historical fire insurance map from 1945 depicts six gasoline USTs on the east portion of this property. Information concerning current environmental conditions at this property was not obtained. 4. Oil staining was observed on vegetation near the northeast corner of the site.
