Additional Property Attributes

For approximately 50 years prior to 1987, wastes were deposited in the Agency Dump. On the same property, wood treatment operations occurred from 1976 until March 1992. Based on a citizen complaint, EPA and the Montana Department of Agriculture initiated inspection in June 1989. Extensive sampling of soil and groundwater occurred in 1992 and 1993 by Morrison Knudsen, Ecology & Environment, and Roy F. Weston, Inc. In 1993, USEPA conducted a time critical removal action of contaminated soils in certain areas to an action level of 100 ppm penta (pentachlorophenol). Additional sampling documented a plume of penta in groundwater. In 2002, URS (under contract to USEPA) performed additional assessment of soil, groundwater, surface water, and sediment. Additional site assessment is necessary to evaluate the extent of soil and groundwater contamination above current risk-based concentration thresholds. Historical information indicates unremediated contamination exists in surface soil and the shallow aquifer. CSKT with their assessment grant conducted a Phase I and is conducting a Phase II. Recent assessment (2016) delineated the extent of one remaining location of surface soil contamination by penta, and measured a substantial decrease in penta concentration in groundwater. A Cleanup Plan has been prepared (December 2016) and addresses the removal of PCP contaminated surface soil, groundwater plume, and wood waste that is hindering recreational access and likely generating greenhouse gases. Contaminated soils were cleaned up in September and October 2020, wood waste with penta remains near a former sawdust bin. Former Use: The land is held in trust by the U.S. Government for the Confederated Salish & Kootenai Tribes. Tribal Tract T2282 was acquired in 1912, and Tribal Tract T4105 was acquired in 1918. For approximately 50 years prior to 1987, wastes were deposited in the Agency Dump. On the same property, wood treatment operations occurred from 1976 until March 1992. The site is located in Agency, Montana in Township 18 North(T18N), Range 21 West (R21W), Section 17. The site is approximately 100 acres and is currently owned by the CSKT. Sawmill and wood treatment operations occurred at the site from the 1930's until 1987. Treatment operations included aboveground dip vats of petroleum amended with PCP and drying racks where drippage occurred from treated fence poles. Cleanup occurred in 2020 and 2021.
