Additional Property Attributes

Historical review of topographic maps and aerial photographs indicate that CSX railroad previously had railroad tracks and associated railcar sidings established on the Property as early as 1900. Tracks existed from this time to the late 1990s across all three (3) parcels associated with the Property. As stated above, the eastern parcel of the Property has identified impacts from its historical use as a railroad. However, the remaining portion of the Property have not been addressed and based on the extensive time in contact with the ground, and the unknown characteristics of coatings and/or treatments that may have been applied, PAHs and metals possibly leaching from railroad ties into underlying soil is considered an REC for the Property. The following conclusions were made based on the analytical results of this Phase II ESA: 1. Laboratory analytical results indicate that arsenic, lead, benzo(a)anthracene, benzo(a)pyrene, benzo(b)fluoranthene, dibenzo(a,h)anthracene, and indeno(1,2,3-cd)pyrene exceed WVDEP De Minimis Levels for Residential Soils, are retained as COCs for soils, and are considered a REC for the Property. 2. SPLP analytical results indicate arsenic, lead, benzo(a)anthracene, benzo(a)pyrene, benzo(b)fluoranthene, and naphthalene can potentially impact groundwater, are retained as COCs in groundwater and are considered RECs for the Property. 3. Soil gas analytical results indicate 1,3-butadiene is a concern for vapor encroachment at the Property.
