Additional Property Attributes

The city is actively pursuing redevelopment programs for the property through the engagement of the Shelton Economic Development Corporation and community groups such as the Citizens Advisory Board. Additional funds for cleanup have been awarded from the VCOG RLF.

Former Use: Exact on-site operations prior to 1954 are not known, but the property was likely used for storage as part of nearby industrial operations. Former property owners include: BF Goodrich, Grand Sheet l Products Company GSMPC, Fairfield Equipment, Inc., Rolfite Company. The Rolfite Company the property in 1981. Rolfite manufactured fuel additives consisting mostly of magnesium oxide dispersives used in boiler fuel oils. The process involved blending 3,000-gallon batches of fuel oil, magnesium oxide, and other materials. Rolfite ended operations in 1988. There are currently no on-site buildings, although foundation outlines are still evident. The Rolfite property is currently inactive. Investigation of the Rolfite property have been conducted in 1982, 1984, 1987, 1993, and 2001. During these investigations groundwater and soil samples indicated the presence of VOCs, including chlorinated solvents. EPA conducted removal actions to remove imporerly stored chemicals and abandoned hazardous materials left in the plant in 1987, and 1993, respectively. In 2001 an EPA-funded TBA was conducted by M&E in 2000-2001. The TBA included a survey for asbestos containing materials ACM and lead-based paint LBP of the manufacturing building, surface soil and subsurface soil sampling and analysis, and groundwater sampling and analysis. Low levels of VOCs were detected in groundwater. The main building and above-ground tanks and structures were removed by the city in 2004. The USTs and vaults are still located at the property.
