The US EPA tasked Tetra Tech, Inc. to conduct a Phase II ESA of the site under the Superfund Technical Assessment and Response Team (START) contract EP-S5-13-01, Technical Direction Document (TDD) No. S05-0003-1612-004. The property was used for industrial manufacturing of motors and has been impacted by the previous operations. The City demolished the buildings through a court-ordered demolition order and the property is abandoned. Through the U.S. EPA Region 5 START Targeted Brownfields Assessment (TBA) program, a Phase II ESA was performed and a remedial action plan was developed for the site. Two rounds of groundwater monitoring were performed as well.

Former Use: The property was developed in 1910 (with several building additions through the 1970s) for industrial manufacturing by Wisconsin Motor Manufacturing (WMM). WMM produced water- and air-cooled engines for automotive and heavy duty use. Manufacturing activities conducted on the property included: machining, heat treating, engine assembly, painting, engine testing and various shipping and carpentry functions. WMM Company became Teledyne Wisconsin Motor in 1968. A Phase I ESA performed in February 2010 identified the following recognized environmental conditions (REC): manufacturing/industrial history of property, 11 USTs registered for the site, possible 6 additional USTs noted in site plans, electrical substation area, hydraulics, potential PCBs in investment casting at site, and an adjacent salvage yard. A Phase II ESA performed in 2010 included: geophysical survey, soil sampling, temporary groundwater monitoring wells and groundwater sampling. The Phase II ESA identified the presence of foundry sand on the site, volatile organic compounds (VOC), polycyclic aromatic hydrocarbons (PAH), petroleum hydrocarbons and metals in site soils and groundwater. Free phase petroleum product was identified at the site near the roadway. in addition, USTs were located and removed (some had been previously abandoned in place). in 2012, the building was demolished and the building foundation removed. A clay cap/barrier was installed over portions of the property containing VOCs and PAHs.
