The United States Environmental Protection Agency (U.S. EPA) tasked Sustainment and Restoration Services LLC (SRS), the Superfund Technical Assessment and Response Team (START) contractor, to provide Brownfield revitalization support for the Shipyard Corridor Brownfields Site (Site) located at 200-600 South Broadway in Green Bay, Brown County, Wisconsin. The approximate center of the project area is 400 South Broadway (44.51314 Latitude and -88.02435 Longitude). Under contract number EP-S5-16-01 and Technical Direction Document (TDD) No. 0001/S05-0003-20-07-001, START was tasked to perform infrastructure analysis and evaluate redevelopment options incorporating the City and neighborhood inputs and provide summary report of Site activities to U.S. EPA. The Shipyard Corridor Target Area of interest measures approximately 30-acres, situated to the west of the proposed Shipyard and north of West Mason Street Bridge. Under Phase I Inventory Analysis, Target Area redevelopment challenges through stormwater and geotechnical report analysis was addressed. Phase I identified stormwater management issues, major infrastructure challenges, reuse visions, and offered recommendations for innovative management techniques to be considered with future redevelopment. Under Phase II, stakeholders input was solicited through virtual meetings with the City, neighborhood association, and local developers to review future land use alternatives. Opportunity Analysis consisting of inventory of existing data and an analysis to identify opportunities and potential barriers to redevelopment was addressed. Affordable housing need was identified based on Green Bay Housing Page 2 of 2 Market Study and consisted of varied housing types, sidewalks and urban design features, convenient access to public transit and daily needs retail/services, quality parks and open space, community gathering places, and active neighborhood associations. The report identified investment strategies, building blocks, and land use options. Three land use scenarios were created based on the area's opportunities and market context. The scenarios represented three themes: 1) Residential, 2) Mixed Use, and 3) Expansion of Downtown. The stakeholder group decided to move forward with the Mixed-Use Land use alternative as it afforded the greatest flexibility for future development. A detailed site plan was also developed for the City identified two catalyst sites. The Shipyard Corridor activities capitalized on the City of Green Bay redevelopment plan and proposed multi-family developments to transform the Target Area into an impressive gateway to the Broadway District, Downtown and to the Fox River. Project activities involved reviews of existing conditions and providing a vision for the City of Green Bay to use as a guide for redevelopment. The final report summarized information gathered through redevelopment planning activities to help developer understand the opportunities and constraints associated with development in the Target Area and will act as a guide for the City of Green Bay to craft requests for development proposals.
