Additional Property Attributes

Former Use: Standard and other historical records document that the property was agricultural and vacant land with a residence in the southeast corner from at least 1952 until its demolition between 1952 and 1965. The property was redeveloped in 1965 with the current main factory building and associated warehouses and office building, most of which were interconnected. A maintenance shop was constructed west of the brick plant in 1980 and an additional warehouse was constructed in 1988 to complete to the current layout. The property was occupied by brick manufacturing operations from construction to 2010 when the plant closed. The property has been vacant since that time. Per previous Mississippi Department of Environmental Quality (MDEQ) files, the brick manufacturing process included screening and crushing clay, adding water to the clay in order to make it pliable, and extruding the clay mixture to form bricks. Once the bricks were formed, they were air dried and then baked in natural gas powered kilns, which also utilized propane as an alternate fuel. The finished brick products were stored northeast of the plant and then shipped offsite. Aesthetic coatings applied to exterior of bricks while in slurry form. The use of the coatings was described as ?intermittent? and a small amount of wastewater was generated from this process.

This assessment has revealed the following RECs in connection with the subject property:

* Based on review of previous subsurface investigations and regulatory records, lead contaminated soils associated with clays from the brick manufacturing process are present west, north, and northeast of the plant building. Under the direction of the Mississippi Department of Environmental Quality (MDEQ), the lead-contaminated soils were spread on the property and covered with a clean clay cap and vegetation. A Notice of Closure was filed with the State and approved by MDEQ on October 26, 2007. Although closed in accordance with regulatory guidance, the presence of the lead contaminated soils on the property represents a REC.

* PM previously conducted subsurface investigations in 2018 and 2019 at the subject property in areas outside the capped area discussed above. Soil and groundwater contamination was identified in the east-central and southwestern portions. PM recommended that institutional controls be utilized to minimize risk of exposure to the identified contamination. Based on review of available records, it does not appear that any additional controls have been implemented at the property other than the previously identified cap documented in the 2007 closure report. PM has identified the soil and groundwater contamination in the east-central and southwestern portions of the subject property as a REC.

No adjoining and/or nearby RECs have been identified.

This assessment has revealed the following controlled recognized environmental condition in connection with the subject property:

* As discussed in the REC section above, the subject property has lead-contaminated soils that were spread onsite and received regulatory closure from MDEQ. Although PM was unable to find documentation of specific land use restrictions or continued care obligations, the lead contaminated soils were covered with a clay cap and vegetative cover under the direction of MDEQ.

The following Business Environmental Risks (BERS) were identified during completion of this Phase I ESA:

* PM observed an aboveground storage tank (AST) containment area in the southwestern portion, under cover. A used oil AST (size unknown) was located within the metal containment with large amounts of standing water and oil. PM also observed four 55-gallon poly drums with unknown contents west of the southwest AST containment area. As the property has been vacant for several years, PM has identified this AST as a BER.
