Addl Cleanup/Treatment info: On July 25, 2022, PM completed subsurface investigation activities at the subject property that consisted of advancing five soil borings (SB-1 through SB-5) to a maximum depth of 24.3 feet below ground surface (bgs) and collecting ten soil samples for laboratory analysis to assess the REC and significant data gaps identified in PM's April 2022 Phase I ESA. Groundwater was not encountered in any of the borings advanced at the subject property during the investigation. No target analytes were detected in any of the soil samples collected from the subject property above laboratory MDLs, and/or exceeding the Commercial Soil screening criteria or naturally occurring background level concentrations. It is PM's professional opinion that the soil borings advanced and the soil samples analyzed from the subject property were adequate to document the current subsurface conditions. Based on the results of the investigation, there is no evidence of subsurface impact on the subject property. No further assessment is warranted.

706 Woodland Street:
Standard and other historical sources were able to document that a dwelling was constructed prior to 1891 in the western portion. An outbuilding was constructed east of the dwelling between 1905 and 1909 and a garage was constructed east of the dwelling between 1914 and 1927. The outbuilding was demolished, an addition was constructed to the southern face of the dwelling and the dwelling was converted for commercial use between 1927 and 1947. The building was occupied by Sowell Printing Company from at least 1947 to 1948 (possibly from 1928 to 1952) and Russell & Bartlett Tire Company (warehouse) in 1953. Based on the likely limited nature of the operations, the limited timeframe printing operations took place (at most 24 years), and the subsequent redeveloped nature of the property, PM has not identified the former printing operations as a recognized environmental condition (REC). Between 1953 and 1955, the building and garage were demolished, and the current building was constructed in 1955. The building was occupied by Bartlett Tire Company as a warehouse in 1958, likely from construction. The building has been used for storage by the City of Columbia since 2007. Due to a lack of available historical records, PM was unable to determine occupancy of the current building from 1959 to 2007.

An addition associated with the building at 708 Woodland was constructed between 1947 and 1963 and extended onto this property. The addition was occupied by a portion of the tire sales and re-capping tenant, and was likely a warehouse space in at least 1963. The addition was demolished between 1963 and 1987.

708 Woodland Street:
Standard and other historical sources were able to document that a dwelling was constructed prior to 1891 in the western portion and was demolished between 1927 and 1947. At various times between 1891 and 1947, various outbuildings and barns were constructed and demolished. The current commercial building was constructed between 1927 and 1947. An addition was constructed to the eastern face between 1947 and 1963, which was demolished between 1963 and 1987. The building was occupied by Bartlett Tire Company and Russel & Bartlett Tire Company (tire re-capping/re-treading) from at least 1947 to 1963. In 2000, the building was occupied by a small engine repair tenant and a retail tenant in 2005. Since 2007, the building has been vacant of use. Due to a lack of available historical records, PM was unable to determine occupancy of the building from 1964 to 1999.

A portion of the east adjoining pole barn (located on 711 North Glade Street) was constructed in the eastern portion of the subject property between 1963 and 1979.

A data gap, as defined in the ASTM Standard, is a lack of or inability to obtain information required by the ASTM Standard despite good faith efforts by the environmental professional to gather such information. The environmental professional must then determine whether these gaps are significant. The following significant data gaps were identified during completion of this Phase I ESA:

* Due to a lack of available historical records, PM was unable to determine occupancy of the building at 706 Woodland Street from at least 1959 to 2007. The lack of documented historical uses hinders PM's ability to identify RECs associated with the former operations, which represents a significant data gap.
