Additional Property Attributes

Phase II for the subject site included the CPA Buried Drum site which is a subset parcel of the entire Commercial site.

Former Use: The subject site known as the CPA Proposed Commercial Site is a 32 acre, undeveloped parcel owned by the Commonwealth Ports Authority (CPA). Previously, the property was owned by the Trust Territory Government which was established by the United States Navy after World War II. When the Commonwealth of the Northern Mariana Islands (CNMI) government was established in 1976, the property was involuntarily then turned over to the Mariana Islands Airport Authority, the predecessor of what is currently known as CPA, an autonomous agency of the CNMI. The location of the subject site is directly adjacent to another CPA property which has recently been approved for the Phase I ESA. The adjacent parcel is known as the CPA Buried Drum Site which was approved for Phase I ESA on April 21, 2009. Found on the CPA Buried Drum Site were 55-gallon drum cans containing petroleum products. It is presumed that the site became contaminated as it was littered with the 55-gallon drum cans as a result of military use. The drums discovered buried at the site had the �USN� marking. The proposed CPA commercial site is located on a former military airfield known as Isley Airfield as shown on aerial photos dating back to 1945-1946 which looks to have been part of a former aircraft parking area. The CPA Buried Drum Site is a subset parcel of the CPA Proposed Commercial Site parcel as shown in Figure 1 below.
