The Oregon Department of Environmental Quality�s DEQ Cleanup Program is using funds from the 128a EPA Brownfield grant to perform site sampling activities at the Killingsworth Fast Disposal KFD landfill site. In coordination with the Cully neighborhood community, the City of Portland�s Parks and Recreation Bureau has developed a master plan to redevelop the landfill into Thomas Cully Park. Due to previous site use, there are questions regarding the potential presence of contaminants in the landfill cap surface soils and outdoor air. Therefore, DEQ and the Oregon Health Authority OHA are working collaboratively to develop a sampling plan with the ive of completing a Health Consultation to determine human health risk exposure to future park users and workers. The site sampling activity will include the collection of outdoor air and soil samples. The site is a 24-acre closed landfill located in northeast Portland between NE 72nd and NE 77th Avenues and Columbia Boulevard. Previous use of the property included agricultural activity and a gravel quarry operation. In the early 1980�s Riedel Waste System RWS began operation of the Killingsworth Fast Disposal KFD landfill by accepting demolition waste under a DEQ permit. The landfill was permanently closed in 1990. Following closure, the owner installed a landfill gas collection system. Shortly thereafter, RWS informed DEQ that it was financially unable to perform post-closure maintenance and monitoring activities. RWS later abandoned the site and was eventually administratively dissolved by the Secretary of State for failure to pay annual license fees. By the mid-1990's, the landfill gas collection system had become unsafe and unreliable. High methane levels were reported throughout the landfill, threatening neighboring residences and businesses. Several subterranean fires occurred in the landfill, further damaging the existing gas collection system and the geomembrane cap. In 1995, DEQ began performing maintenance and monitoring to prevent further degradation of the property and to protect human health and the environment. By 1998, DEQ had determined that a new landfill gas collection system was necessary to prevent migration and possible explosion of methane in surrounding areas. In early 1999, DEQ determined that conditions at the property presented a substantial and imminent threat to human health. DEQ began performing actions at the property to mitigate threats to human health posed by methane that included: installation of new landfill gas extraction wells, piping, blowers and flare tower grading and drainage improvements and extensive repair of the geomembrane cap. These activities were completed in the fall of 2000, at a total cost of approximately 1,500,000. DEQ funded the activities primarily from the Solid Waste Orphan Site Account established under Oregon Revised Statutes ORS 465.381. DEQ did not accept ownership of the property. In 2000, Multnomah County took possession of the property through tax foreclosure. In 2002, DEQ and the City of Portland entered into an intergovernmental agreement that shifted operation and maintenance of the closed landfill from DEQ to the city. The ownership of the property was also transferred at no cost from Multnomah County to the city of Portland�s Bureau of Parks and Recreation. Since that time, the city of Portland and Metro have entered into a separate agreement where Metro manages the site for the city of Portland. In 2010, sediment from the Laurelhurst pond dredging action was placed at the KFD landfill for capping material. Prior to removing the sediment from the pond, analysis of RCRA 8 metals, semi-volatile organic compounds SVOCs, volatile organic compounds VOCs, polychlorinated biphenyls PCBs, total petroleum hydrocarbons TPH, E.coli, and total organic carbon was conducted.
