Additional Property Attributes

File review and local information indicate that former Site operations as a coal and wood yard and machinery/junk yard contributed to unreported releases of oil and/or hazardous materials to the ground surface. In 2007, the New Hampshire Department of Environmental Services (NHDES) collected surface soil samples CM-1 and CM-2 at the Site in stained areas which indicated petroleum related contaminants above applicable NHDES soil cleanup standards. Sample CM-2 contained elevated levels of volatile organic compounds including b-butylbenzene, sec-butylbenzene, t-butylbenzene, ethylbenzene, isopropylbenzene, p-isopropylbenzene, naphthalene, n-propylbenzene, 1,3,5-trimethylbenzene, 1,2,4-trimethylbenzene, and total xylenes. A limited site investigation was conducted in September 2013 involving field screening of on-site soils using a PID for visual and olefactory evidence of contamination. No soil samples were submitted for laboratory analysis during the September 2013 investigation. The highest PID reading was 178.7 parts per million (ppm) in the 0.0-0.5 foot depth interval accompanied by a strong gasoline odor. Non-detect to low PID readings were detected in the majority of soil samples collected with �paint-like� odors noted in several samples. This limited site assessment concluded that only surface soils were impacted and groundwater was �unlikely� impacted due to the absence of (via visual, olfactory, elevated PID readings) impacted soils at depths greater that two feet. However, recommendations were made to conduct a more thorough site investigation to characterize site soils. NHDES records do not indicate that further investigation or remedial actions have been conducted at the Site. Evidence of soil analytical results above NHDES soil cleanup standards in 2007 and evidence of shallow soil screening results and the observance of gasoline odor and a paint-like odors in 2013 indicate a release to the environment has occurred; therefore constituting a REC. In addition, the condition of groundwater at the Site below a release to soil of hazardous substances or petroleum products has not been assessed.

Former Use: The approximately 0.55-acre Site is located at 123 Cleveland Street in Manchester, New Hampshire, in a mixed commercial/residential area. The Site encompasses four separate parcels including 123 Cleveland Street, 90 Blaine Street, 86 Blaine Street and a lot at the corner of Cleveland and Third Streets. The Site is described by the City of Manchester tax assessor as Map-lots: 200-2, 200-22, 200-21, and 200-1 (respectfully), is zoned as �B-2: General Business District�, and is currently owned by Matthew Skwozinski, Jr. (123 Cleveland Street and Parcel 200-1) and Matthew Skwozinski, Sr. (90 and 86 Blaine Street).
