Institutional and Engineering Controls

Phase II work/clean up for the site was determined not necessary at this time. One REC was identified - there is no sewer connection record for the property until 2017, so it is possible that there is a septic tank on the property. A photography studio connected to a septic system constitutes a REC. However, it is very likely that this property piggy backed sewer connection off of a neighboring site in the strip mall, which was connected in 1948. We infer that the 2017 sewer connection was only recently recorded. Therefore, Phase II sampling was not recommended, unless a septic tank or discolored soil is unearthed during re-development activities.

Additional Property Attributes

Former Use: The site is comprised of one parcel (APN 129-01-0110) and covers approximately 0.18 acres. The site is developed with an approximate 5597-square foot retail facility. The north side of the facility is developed with an asphalt-paved parking area. At the time this Phase I ESA Report was prepared, the site facility was occupied by La Buhardilla Attic.The current site owner of APN 129-01-0110 is Carolina Aguirre Fernandez (50%), Melissa Aguirre Fernandez (25%), and Sue Ellen Aguirre Fernandez (25%). Previous site owners were listed as Jesus Aguirre (2012-2013), Graphite Specialties (1996-2011), Chemical Bank (1995) and Armstrong Properties (1993-1994). No owner information was available prior to 1993. Based on a review of historical records, the site was first developed in 1947 with the existing retail structure. Various tenants have occupied the site facility.
